I think some different search terms will get you on the right track.... I would suggest searching for "stakeholder analysis" with one, or two, additional search terms: "system dynamics" Vensim, stella, ... there is lots of literature on "stakeholder analysis", and this might lead to some useful info...

As I believe was discussed previously, this diagram is (near) the last in a 30 page document that builds the diagrams step by step. McCrystal probably stopped in for the final presentation.
